Try using some Product in your hair before curling it so that your hair will TAKE the curl better.Curling hair with a curling iron?
use a curl setting lotion to start with - this will make the curl stay.

I use GHDs to curl my hair and the curl stays put for the root.

Your problem is your winding the curl from the bottom of your hair - so by the time the curler is at the root there is already lots of hair wrapped around the barrel. You need to keep the hair wrapped around for longer, maybe try some hotter curlers.
The only way to give the top part of your hair a wave or curl is to use the curling iron up there. .. it depends on exactly what type of curls you want.

For TIGHT curls... just wind the hair around the iron all the way up to the root.. as close to your head as you can without burning yourself. That is the best you can ask for without having a natural curl. But a smaller iron will curl your hair close enough to the root that it will look just fine.

As for WAVES you probably don't really need to start the curl too close to the top.. so as far up as your larger iron will go will do just fine.

Good Luck.. :)
yeah...it is a real pain. What women use to do was give themselves FINGER WAVES. If you look back in the 1920's this look was really popular. The things is you might have to talk to you hair dresser about how to do them or youtube it. If that does not tickle your fancy...then you should talk to your hairdresser about your cut. She/He will tell you that shorter layers on the top of your head will be an easy answer to this problem. Good Luck!!
